Officials with the Hays Consolidated ISD are identifying the five-year-old boy who was killed in a school bus crash on Friday. Ulises Montoya was one of 44 Tom Green Elementary students on board the bus, along with 11 adults. The bus, which was not equipped with seat belts, was returning from a field trip to the Bastrop Zoo around 2 p.m. when a concrete truck hit it head-on and caused it to roll over. The Texas Department of Public Safety says 33-year-old Ryan Wallace of Bastrop was killed when he rear-ended the bus. Another 51 people were injured in the crash. A Texas law passed in 2017 requires only new school buses purchased by school districts to be equipped with seat belts.
