President Trump returns to Texas this week in an attempt to pump up the energy industry. The visit comes about a month after oil prices went negative for the first time ever. University of Texas-San Antonio energy industry expert Tom Tunstall says since then, prices have rebounded. But he says there's not much more the president can do to incentivize private investment in the oil and gas sector. The administration has already limited regulation and opened federal lands to drilling. Trump will be speak in Midland and later visit activity on site in the Permian Basin today.
