What was supposed to be a Halloween prank turned into a nearly explosive situation in Manhattan, Kansas.
A man who called police to report racist graffiti on his car admitted that he did it himself. The man is African-American.
21-year-old Dauntarius Williams released a statement apologizing to the community for the stunt. The washable spray paint graffiti on his car was for a "Halloween prank that got out of hand."
The incident raised tensions on the campus of Kansas State University. The Black Student Union held an emergency meeting. KSU did a Facebook Live for concerned parents. The FBI even got involved.
The Riley County Police and the county attorney decided not to file charges against Williams even though he falsely reported a crime. Authorities thought it wouldn't be in the community's best interest.
