After a weeks-long quorum break from the Texas House Democratic Caucus, the Texas House has finally reached a quorum, and the second special session is underway.

A call on the House is still being strictly enforced, and immediately after the chamber gaveled into session, Speaker Burrows ordered the sergeant-at-arms to lock the door, preventing Democrats from leaving.

Those who did not break quorum were granted permission to leave on the condition that they returned Wednesday, but those who had broken quorum were only permitted to leave on the condition that they surrendered themselves to the custody of a DPS officer who would ensure their return on Wednesday.

When speaking to the representatives, Speaker Burrows said, "We are done waiting; we have a quorum. Now is the time for action. We will move quickly."
