San Antonio City Council is divided over a recommendation plan to get rid of horse-drawn carriages in the downtown area. Council members were briefed on the plan for the first time on Thursday. The Transportation and Infrastructure Committee voted unanimously in August for city staff to come up with options for phasing out the popular carriages within one to three years. Only one councilman opposes the ban, which would wipe out five small businesses and 81 jobs. But the rest can't agree on the timing. A vote may happen in December.
