Texas is reducing federal funding for special education services by more than $607 million a year. The School Health and Related Services program provides funding for special education services to hundreds of Texas school districts. The program reimburses them for counseling, nursing, therapy, and transportation provided to children eligible for Medicaid. The Texas Health and Human Services Commission recently started to limit the types of services for which school districts may request federal reimbursement.
