Animal Care Services plans to get tougher with the owners of loose and dangerous dogs. ACS Interim Director Mike Shannon presented some ideas on Tuesday to the city council's Public Safety Committee. The committee supported allowing anonymous complaints to prompt investigations of dangerous dogs. A full council vote is expected next month on allowing forced sterilization of some roaming dogs and stiffer fines for irresponsible owners. Shannon said ACS plans to issue fewer warnings and more citations.
