A federal lawsuit accuses the Texas Department of Criminal Justice of inflicting cruel and unusual punishment on inmates of state prisons with no air conditioning. Plaintiffs' attorneys want federal Judge Robert Pitman to order TDCJ Executive Director Bryan Collier to keep temperatures in state prisons between 65 and 85 degrees. State lawyers said air conditioning the prisons would require money from the Legislature. The four-day hearing in Austin got underway on Tuesday and is expected to wrap up on Friday.
