City Council Member Reverses Course On Banning Horse-Drawn Carriages

A city council member who wanted to ban horse-drawn carriages in downtown San Antonio is reversing course on the issue. Council Member Phyllis Viagran asked city staff in late 2022 to come up with a plan to phase out the carriages. The idea was to replace horse-drawn carriages with pedicabs and electric carriages by the end of 2023. When the Transportation & Infrastructure Committee discussed the proposal on Tuesday, Viagran indicated a willingness to keep the five carriage companies in business downtown.
