Texas House Speaker Dade Phelan is the winner of a narrow victory over challenger David Covey in Tuesday's GOP primary runoff. Phelan prevailed by only 366 votes of more than 25-thousand cast in his Beaumont-area District 21. Covey is the former Orange County Republican Party chairman, and was supported by Attorney General Ken Paxton, Lt. Gov. Dan Patrick, and former President Donald Trump. Phelan backed Paxton's impeachment a year ago. His margin of victory is close enough for Covey to call for a recount.
