A City Council board is giving its support to San Antonio's horse-drawn carriage operators. The city is thinking about banning the carriages altogether, or just in the downtown area. Carriage companies say they'd be put out of business either way. The Transportation Advisory Board voted Wednesday to recommend city council consider keeping the carriages in San Antonio, and especially downtown. The board doesn't have the authority to require the city council to follow its recommendations.
