The San Antonio Water System is considering stiffer penalties for customers who violate water use regulations during droughts. The city-owned water utility says the fines should be higher, and should be added to customers' water bills. That way, the penalties could apply to customers who live in suburban towns around San Antonio. After a presentation about the proposed rules on Tuesday morning, the SAWS Board of Trustees decided not to vote on the changes until its June meeting, or maybe in a special meeting prior to that time.
