The impasse in the Texas House over school choice legislation has also resulted in the holdup of billions in education spending. Gov. Greg Abbott called two special legislative sessions in the fall to try to get a school choice bill passed into law. The Senate passed school choice bills, but House Democrats and some rural Republicans opposed the plans. Caught up in the legislative fights were billions of dollars in proposed school funding and teacher pay raises. School districts say the funds are needed to keep up with costs.
