San Antonio City Council is giving the green light to CPS Energy's latest rate increase request. Council members voted 8-3 on Thursday for the second increase in two years of the city-owned utility's gas and electric rates. The CPS board of trustees approved the proposed 4.25% rate hike on Monday. The new rates will take effect on February 1st. CPS had a nearly four-percent increase last year, and plans to ask for another increase of more than five-percent in two-years.
