Buoys are continuing to be placed in the Rio Grande to deter migrants from crossing, in Gov. Greg Abbott's latest measure to secure the border. The floating barrier joins shipping containers and razor wire along stretches of the Rio Grande in ongoing efforts by the State of Texas to prevent illegal crossings. A private company is installing the buoys, and the Department of Public Safety is overseeing the operation. A DPS spokesman says the buoys are being anchored in deep parts of the river to keep migrants from drowning.
