A bill intended to increase the transparency of the state's public records law now has the approval of Lt. Gov. Dan Patrick. The bill would close a loophole that allows government agencies to withhold or edit police records if a person hasn't been convicted or is on probation. The law was meant to protect people accused of crimes but not convicted, but some agencies have used it to withhold information when suspects die in police custody, or are killed by officers. Patrick signed the bill on Tuesday, and it now goes to Gov. Greg Abbott's desk.
