Legislators passed laws that support the construction of more fossil-fuel power plants, eliminate tax incentives for renewable energy companies, and block local efforts to control greenhouse gas emissions. The Legislature didn't act to lower energy use or reduce CO2 footprints, saying it would cost the state too much money. Lawmakers passed an economic incentives package to lure oil and gas companies to Texas, but not the Democrats' wishes for more wind and solar energy producers.
