On Tuesday, the House and Senate both convened, each chamber passed its own tax plan, and then the House abruptly adjourned. The House plan cuts school district tax rates, while the Senate proposal increases the homestead exemption. The House's action puts the Senate in a take-it-or-leave it position, since no more negotiation between the chambers is possible. Abbott stated on Tuesday evening that he supports the House's plan. Lt. Gov. Dan Patrick, the head of the Senate, reportedly is livid.
