Texas is ramping up inspections of big rigs that are coming in from Mexico. In Brownsville, every single commercial vehicle is getting scanned for illegal immigrants and drugs.

Steve McCraw, who heads the Texas State Troopers, says the enforcement is working. "Most of the hard drugs in particular are seized at the ports of entry," said McCraw.

McCraw pointed to unsafe trucks being taken off the roads. But the inspections are already causing a big backup in Mexico. The 18-wheelers have now been stuck for days, waiting to get perishable products to the store shelves.
