A bill that calls for upgrades to school safety has the preliminary approval of the Texas House. House Bill 3 passed on Monday by a vote of 122-to-19. It will need to pass a second vote before it's sent to the Senate. The bill calls for the hiring of at least one armed security officer on every campus, provides incentives for school employees to get certified to carry a gun, and mandates the installation of silent panic alert buttons in every classroom.
