Lt. Gov. Dan Patrick and House Speaker Dade Phelan are putting forth different plans for property tax relief. Speaking Thursday morning at a Texas Public Policy Foundation event in Austin, Phelan backed a House bill that would reduce the appraisal cap on all properties in Texas from ten-percent to five-percent. On Thursday afternoon at the same event, Patrick touted a Senate bill that would raise the state's homestead exemption from $40,000 to $70,000. Patrick and Phelan are both Republicans, but they have a history of not getting along.
