State Sen. Roland Gutierrez is proposing several bills meant to prevent mass shootings. Gutierrez introduced bills to the Texas Senate on Tuesday that would improve radio communications in rural counties, increase school safety, and improve emergency response protocols between state and local police. He proposed the creation of a Texas School Patrol consisting of ten-thousand officers, with at least one officer on every public school, college, and university campus. Gutierrez says the state can afford the four-billion-dollar cost.
