A disaster declaration is in effect in seven counties, including Travis County, that were hit hard by last week's winter storm. Gov. Greg Abbott issued the declaration on Saturday. As of early this morning, nearly 35,000 Texans were still without power, mostly in the Austin area. Abbott said the disaster declaration will enable the state to provide "additional assistance" to communities that "experienced property damage and localized power outages" during the storm.
