A Republican congressman from Texas says he plans to use the debate over the federal debt ceiling to push his border security plan. Rep. Chip Roy of Austin has introduced a bill that would give the secretary of Homeland Security the power to bar all border crossings until the nation is able to detain all illegal immigrants. The bill would also allow state attorneys general to sue the secretary if they find the administration isn't adequately enforcing the policy. Roy says he's willing to use the debt ceiling fight to press for passage of his bill.
