The Public Utility Commission is giving its approval to a plan for the potential overhaul of the Texas electricity market. Commissioners approved the plan 5-0 on Thursday. The plan aims to incentivize private investment in new power plants. The state Legislature will now consider the measure. Lawmakers may endorse the plan, amend it, or dump it in favor of something else. The Public Utility Commission oversees the Electric Reliability Council of Texas, which manages the state's power grid.
