San Antonio police say crime in the city has continued to increase over the past year. Police Chief William McManus says part of the reason for the increase is a change in the way crimes are now counted. For almost 100-years, the police department used uniform crime reporting, which mentions only the most serious crime committed at as particular crime scene. McManus says the FBI now requires the use of the National Incident-Based Reporting System, which counts every crime committed at a particular scene.
