Texas House Passes Rule Punishing Quorum Busters

The 88th Texas legislative session has a new rule dealing with lawmakers who break quorum. On Wednesday, the Texas House added a daily fine and other punishments for members who participate in a quorum break. The measure was passed in response to the dozens of House Democrats who fled to Washington in the 2021 session to prevent the Republican-led chamber from voting on an election reform bill. Democrats also broke quorum in 2003, when more than 50 of them fled to Oklahoma to stop a Republican redistricting plan.
