Several new state laws will take effect in Texas in 2023. The 87th Texas Legislature passed the laws in the 2021 session. HB 3774 is an omnibus bill that makes changes to the administration of state courts. SB 12 lowers property tax ceilings to reflect school districts' compressed rates. HB 3530 deals with the regulation of special districts for water and wastewater. HB 1525 revises aspects of the public school finance system and public education. Other new laws are scheduled to take effect as well.
