SAPD Chief William McManus says City Councilman Clayton Perry received no special treatment the night he was reportedly involved in a hit-and-run accident. An officer found Perry lying in his yard near a Jeep that a witness had followed from the crash site. McManus said neither the officer nor the witness could confirm that Perry had been at the wheel, so the councilman wasn't arrested. Perry was later charged with failure to stop and give information. Police are investigating him for a possible DWI charge.
