A Texas House investigative committee is out with its preliminary report on the Uvalde mass shooting. Republican State Representative Dustin Burrows says the school was not prepared for an active shooter situation. The report highlights "systemic failures, noting officers waiting in the hallways when the shooter was inside a classroom "knew or should have known" lives were being lost. This past May, a gunman walked in through an unlocked door into Robb Elementary and went on to murder 19 students and two teachers.
