The Texas Democratic Party is confirming U.S. Rep. Henry Cuellar as the winner of the recount in his district's primary runoff. As the 28th District recount concluded on Tuesday, Cuellar picked up another eight votes, edging his challenger Jessica Cisneros by a total of 289 votes. Cisneros conceded afterward. Cuellar is a pro-life Democrat and a critic of the Biden administration's border policies, while Cisneros is a left-wing attorney and abortion advocate.
