A Texas Republican congressman is describing describe the Russian war on Ukraine as a "genocide." Representative Michael McCaul used the term while appearing on CNN's State of the Union. McCaul agreed that sanctions are working, but he called for an end to the conflict, which he sees as a "carve out" for the Russian energy sector. McCaul said continued imports of Russian oil mean the U.S. is helping to fund Russia's war machine. The congressman represents the state's 10th Congressional District, which extends from Houston to Austin.
