Cuellar and Cisneros swapped the lead several times in Tuesday's primary, but neither candidate nailed down 50% of the vote. Cuellar ended up with 48%, with Cisneros at 47%, and the rest went to a third candidate. Cuellar is a rare conservative Democrat who has been critical of President Biden's handling of the border. The runoff is scheduled for May 24th.
