An almost 4% rate hike is a step closer to reality for CPS Energy customers. Trustees voted in favor of the plan today which would raise $73 million with a 3.85% rate increase. The San Antonio-owned utility says the cash would be used to hire 400 more workers and upgrade substations. The City Council would still have to approve the rate hike on Thursday.
