Negotiating teams from San Antonio and the police union won't be able to deliver a union contract before Christmas. City representatives and the San Antonio Police Officers Association met on Tuesday for their 28th sit-down since February. Both sides say the talks have made some progress, but haven't worked out details on pay, discipline, and other issues. The previous contract expired on September 30th, but an "evergreen" clause keeps it in effect for up to eight-years. Officer pay is frozen until after a new deal takes effect.
