CPS Energy aims to subject its customers to rolling blackouts of no more than 15-minutes at a time in case of another severe winter freeze. Paul Barham, the utility's chief grid optimization and resiliency officer, says CPS didn't have enough circuits available to meet its load-shedding needs during the storm. CPS has added between 100 and 150 circuits that will help spread the burden around rather than sticking an unlucky handful with lengthy outages. Long-term forecasts indicate a similar freeze is unlikely to happen this winter.
