San Antonio city leaders are putting together a billion-dollar, five-year bond program to place before voters next spring. City officials are still working out which projects will get priority, but street repair and drainage improvements are on the list. Voters approved a charter change last year that allows the city to spend bond funds on an expanded list of projects, including affordable housing. The City Council discussed some high-level priorities on Wednesday.
