Texas House Speaker Dade Phelan is authorizing the arrest of Democrats who have yet to return to the state Capitol. Phelan signed civil arrest warrants for the 52 House members who are preventing the chamber from reaching a quorum to conduct business. The remaining House lawmakers voted in favor of the warrants Tuesday soon after the Texas Supreme Court overturned a block of the arrests by a Travis County district judge. The warrants compel Texas law enforcement to bring the Democrats back to the House chamber once they return to the Lone Star State. The Texas House remains eight members short of a two-thirds quorum.
