Second Special Session Begins Without Quorum

A second special session is underway in the Texas Legislature, with most Democrats still in Washington, D.C. The state Senate gaveled in Saturday with a quorum in place, with the House remains unable to pass any bills. Twenty-six House Democrats have announced that they plan to remain in the nation's capitol and urge Congress to approve federal voting legislation, but others may be coming back to Austin soon. Democratic Representative Eddie Lucio tells the Texas Tribune enough Dems could return in the coming weeks to reach a quorum.
