The Texas Democrats who are breaking quorum to protest the state's voting bill want to convince Congress to pass a federal voting rights measure. But Democratic Congressman Henry Cuellar says it's dead in the water with little hope of gaining enough Republican support. Right now, Cuellar says there aren't the numbers to pass the John Lewis Voting Rights Act. If passed, it would require jurisdictions with a history of discrimination to get permission from the Justice Department to make changes to their election laws.
