President Biden claims the U.S.-Russian relationship must be stable and predictable. That's how Biden opened a news conference after his big summit with Russian President Vladimir Putin in Geneva. He said he made it clear that the U.S. will respond to "specific kinds of actions that harm America's interests." Biden stressed that he was candid with Putin about human rights and cyber attacks. Putin had described the talks as very constructive. He also said there was no air of hostility at the summit.
