The Texas House is giving preliminary approval to a plan to pay for weatherization of power plants that may become mandatory. House members on Monday voted in favor of House Bill 2000, a measure by Houston Republican Rep. Dan Huberty that creates the two-billion-dollar upgrade program. Numerous power plants failed to produce electricity during February's winter storm, causing widespread outages in Texas. Nearly five-million customers were left in the dark for days, and more than 100 people died.
