State Senate Approves Bill Limiting Governor's Disaster Powers

A bill to limit the governor's emergency powers during the next disaster in Texas now has the approval of the state Senate. The bill would prevent the governor from issuing disaster orders to shut down businesses or limit their hours or occupancy rates. That power would be reserved for the Legislature, which would be called into session if necessary. The Senate approved S-B 1025 on Tuesday. The bill's Republican author, Sen. Brian Birdwell of Granbury, insists it's not intended as a rebuke of Gov. Greg Abbott's handling of the pandemic.
