A bill to overhaul the state's electricity industry and infrastructure is on its way to the Texas House after the state Senate unanimously approved it on Monday. The bill would require power plants to prepare for severe weather and would outlaw indexed retail electric plans. Senate Bill 3 would require all power generators, transmission lines, natural gas facilities, and pipelines to be weatherized. Most of the state's power generators and gas facilities weren't prepared to handle last month's single-digit temperatures.
