A joint city and county Winter Weather Emergency Declaration is intended to protect local residents from price gouging. San Antonio and Bexar County officials filed the declaration on Wednesday with the county clerk. It states that customers can't be charged more than the regular retail price for groceries, beverages, toiletries, ice, restaurant meals, medicine, drugs, medical equipment, hotel or motel rooms, gasoline, diesel, and propane. Anyone victimized by gouging is asked to call the Texas Attorney General's Office.
