Senator John Cornyn is acknowledging Joe Biden is the president-elect after Monday's Electoral College vote, but with a disclaimer. The Texas Republican told CNN Biden is the winner, "subject to whatever additional litigation is ongoing," as well as "any other litigation that could occur between now and January 20th." Some other Texas Republicans haven't yet acknowledged that Biden will be inaugurated next month. Cornyn easily defeated Democratic challenger M.J. Hegar in November to win a fourth term.
