What was once a tropical depression on track to reach the northern Gulf Coast as a hurricane later this week has been upgraded to a tropical storm. Forecasters expect Tropical Storm Delta to grow into a hurricane by the time it nears Cuba tomorrow. It's the 25th named storm of the Atlantic hurricane season, which is almost double the average of a typical season.
