A ceremonial resolution to honor the late Supreme Court Justice Ruth Bader Ginsburg failed in the Senate on Tuesday. Senator Ted Cruz blocked the resolution because of an amendment added by the Democrats. The Texas Republican objected to an addition that noted Ginsburg's dying wish was for her successor to not be chosen until after the presidential inauguration next year. Cruz referred to the amendment as partisan. Ginsburg died last Friday, opening the way for what probably will be a contentious process to replace her.
