Whataburger's dining rooms aren't reopening just yet. Governor Greg Abbott gave the go-ahead for Texas retail stores, restaurants, malls, and movie theaters to reopen today at 25-percent capacity. But the popular San Antonio-based burger chain says it's still just doing drive-thru and curbside pickup service for now. A company spokesman say all Whataburger locations are working on a plan to reopen their dining rooms, but not until "the time is right."
