The total doesn't include evacuees who have tested positive at JBSA-Lackland. Abbott added that coronavirus testing capabilities are increasing statewide, including a drive-through testing facility that recently opened in San Antonio. The governor urged people not to hoard supplies, particularly bottled water and toilet paper.
